In partnership with Maricopa County Adult Probation and the Arizona Health Care Cost Containment System, Terros Health developed the nation’s first program to provide primary care and mental health services to adults in the justice system.

Our Javelina Health Center is inside the Maricopa County Superior Court, where we give adults on probation, a historically underserved population that has experienced inequities in health coverage, a fresh start with comprehensive health care while reducing the recidivism rate. Merging justice and health care in this way is a game-changer, because it opens new doors for treatment, particularly when it comes to substance use disorder. By providing a warm hand-off from Maricopa County Adult Probation’s officers to Terros Health, the team can positively impact the life of those transitioning back into society and set them on a path to success.

Terros Health’s Bridging the Gap Offender Re-Entry program helps individuals successfully transition back into the community after incarceration. Since the program’s inception in 2014, Terros Health has supported thousands of individuals in rebuilding their lives and reducing recidivism. Our specialty team provides immediate stabilization support for people leaving jail or prison, including assistance with housing, clothing, and obtaining identification. We also connect individuals to essential services such as mental health and substance use treatment, primary care, and other community resources to support long-term recovery and stability. By addressing both urgent needs and ongoing care, we help individuals re-engage in society with dignity, purpose, and the tools to succeed.

Terros Health’s domestic and interpersonal violence services include both intimate and non-intimate partner violence treatment to address violence, abuse and mental health challenges. We also host a Domestic Violence Survivors Group to address the needs of women recovering from abusive relationships.
